Southmont Borough Council plans to hold the line on property taxes and user fees when it meets Monday to adopt the 2013 budgets.
The 13-mill property tax has been in place since 2008, when it was last raised by two mills, said Richard Wargo, borough manager.
There also will be no change in sewer rates and garbage fees, he said.
Council is proposing an $830,000 general fund budget, up about $30,000 from the current budget. It includes a carry-over surplus of $40,000, Wargo said.
The borough has five full-time employees and about six workers used as needed seasonally.
The cost of police protection for Southmont, provided through the West Hills Regional police, will go up $7,200 to $190,000 next year, Wargo said.
The sewer budget totals $177,980, including some carry-over funds that will be used to help pay for the replacement of old terra-cotta pipes with new plastic pipes in portions of the borough, Wargo said.
The $146,000 line replacement is part of a five-year project that is being carried out to update lines in conjunction with the Johnstown Regional Sewage System, Wargo said.
The garbage budget is $120,000, approximately the same as this year.
Pro Disposal of Summerhill, which was the low bidder, will again collect the garbage in Southmont.
“Overall, we have a sound and stable budget,” Wargo said.
