EBENSBURG — Cambria County is expecting $357,942 in federal stimulus funds to assist 60 homeless individuals or families.
“We will use the money – in cooperation with the Community Action Partnership – to assist those people on the verge of becoming homeless or who are homeless,” Larry Custer, executive director of the Cambria County Redevelopment Authority, said Friday.
The money – described as a “one-shot stimulus payment” – is in addition to the $650,000 going to the City of Johnstown and its community development department, Custer said.
The redevelopment authority will be working with a number of local agencies in administering and operating the program, including the Salvation Army, the Johnstown Housing Authority and the Women’s Help Center.
All households assisted with the funds “must be very low income,” Custer said.
The $357,942 will be used in more rural areas to help the under-employed and unemployed on a more long-term basis, said Helen Robinson, Community Action’s community services director.
Custer said the services will including not only financial assistance for rent and utilities, but also client services, such as counseling.
In the last fiscal year, Robinson said that more than 700 people received housing assistance – typically for only one month – with funds from the state Department of Welfare. The assistance went to 351 families being evicted from their homes and an additional 354 homeless families, she said.
“Homeless” includes people who are living with friends and typically are between jobs, she said.
