Woman pleads to $200G Social Security fraud


A Davidsville woman has admitted to stealing more than $200,000 from the government in her plea made in U.S. District Court.

Joyce A. Bowser, 62, of the 3000 block of Carpenters Park Road, pleaded guilty before U.S. District Judge Kim Gibson in Johnstown.

Authorities said she fraudulently converted $126,000 in 171 separate Social Security checks to her own use between February 1994 and April 2008. She also converted $89,000 in 97 Social Security benefit checks to her own use between April 2000 and April 2008.

U.S. District Judge Kim Gibson set sentencing for Oct. 22.

In other federal court cases:

n Matthew Gates, 32, of the 100 block of Chapin Street, Johnstown, pleaded guilty to a charge of violating federal gun laws.

Authorities said Gates possessed a .40-caliber semiautomatic pistol on Dec. 27, 2006. He had been convicted on drug charges in Blair County in 2001.

Gibson set sentencing for Oct. 22.

n Dwight J. Andrews, 36, of the Oakhurst Homes in Johnstown, pleaded guilty to four drug counts.

Assistant U.S. Attorney Stephanie Haines told the court that Andrews possessed less than a pound of cocaine for distribution on four dates in 2008: April 22, April 25, May 12 and May 20.

Gibson set sentencing for Sept. 28.

n Dontai L. Moore, 25, of the 100 block of Fairfield Avenue, Johnstown, pleaded guilty to a charge of violating drug laws.

Moore distributed less than five grams of crack cocaine on Jan. 29, 2007.

Gibson set sentencing for Oct. 22.
